Keep in mind this might get you banned by some search engines and directories. If you have a high traffic free site and want to promote another website or get paid to do this this then a pop up will do great for you. Also keep in mind most browsers will block this.

  1. I think pop ups are o.k. as long as they are relevant, it’s easy to block pop ups if someone doesn’t want to see them now.
